WEST CHESTER — The Chester County SPCA (CCSPCA) announced Wednesday the addition of Kelsey Beam to its staff as full-time Humane Society Police Officer. Beam is one of many new additions to the CCSPCA’s Animal Protective Services Department, expanded in an effort to best meet the needs of abused and abandoned animals within Chester and Delaware Counties.
Beam was officially sworn in as a Humane Society Police Officer in the Commonwealth of Pennsylvania by the Honorable Judge Patrick Carmody on Wednesday at the Chester County Justice Center.
“Kelsey has experience in all aspects of animal welfare, and that knowledge base will greatly benefit both our animals as well as our communities,” said Adam Lamb, Executive Director of the Chester County SPCA.
Previous to the CCSPCA, Beam worked at the Pennsylvania SPCA (PSPCA) within their forensics department.
The Chester County SPCA’s Animal Protective Services Department, under the management of Frank Galbraith, investigates nearly 400 cases animal cruelty and neglect per year. These complaints include animals that are chained outside without basic necessities, beaten or starved, or victimized by other forms of cruel treatment.
The addition of Beam enables the CCSPCA to have jurisdiction to investigate humane cases within Delaware County as well as Chester County.
According to Galbraith, “Kelsey is a great addition to our team, especially given her understanding of forensics in animal cruelty; she’s exactly what we need in order for our department to grow.”
