CWA names Robert A. Judge, Sr. as new Executive Manager

 

Former Secretary of Pennsylvania Department of Revenue will oversee operations

 

CHESTER, PA – The Board of Directors of the Chester Water Authority (CWA) named Robert A. Judge Sr. to serve as the organization’s new Executive Manager, where he will oversee the operations of the municipal authority.  The CWA provides water service to more than 200,000 residents and businesses in southern Chester County, western Delaware County, and the City of Chester.

 

Judge previously served as the Secretary of Revenue for the Commonwealth of Pennsylvania for more than 5 years.  For the past 8 years, he worked as Exelon Generation’s Manager of Communications for the Mid-Atlantic Region.cwa

 

“We believe Robert Judge will be a terrific asset to the CWA and will do a tremendous job of implementing our strategic plan,” said Cynthia F. Leitzell, Chair of the Chester Water Authority’s Board of Directors.  “His government background and experience in the highly regulated energy sector make him an excellent fit for our organization.”

 

Russell Williams, who has led the CWA as Chief Engineer and General Manager for 8 years, will continue to serve as Chief Engineer.  Williams’ tenure has been marked by numerous awards and recognition for both himself and the CWA, including the Engineer of the Year Award from the Delaware County Chapter of the Pennsylvania Society of Professional Engineers, as well as honors from the American Water Works Association, the Partnership for Safe Water, and the Chester County Conservation District.

The Board of Directors approved the appointment of Judge at its monthly board meeting on Thursday, December 17 following an executive search process.  Judge will fill the position of Executive Manager effective January 18, 2016.
