{"id":9436,"date":"2015-03-05T10:39:37","date_gmt":"2015-03-05T15:39:37","guid":{"rendered":"http:\/\/chescotimes.com\/?p=9436"},"modified":"2015-03-05T10:39:37","modified_gmt":"2015-03-05T15:39:37","slug":"coatesville-council-deadlocked-on-budget","status":"publish","type":"post","link":"https:\/\/chescotimes.com\/?p=9436","title":{"rendered":"Coatesville council deadlocked on budget"},"content":{"rendered":"<p><span style=\"font-size: 12pt; font-family: arial, helvetica, sans-serif;\"><em><strong>Members can&#8217;t agree on how to balance the budget<br \/>\n<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong>By Kyle Carrozza<\/strong>,\u00a0<span style=\"font-size: 8pt;\"><em>Staff Writer, The Times<\/em><\/span><\/span><\/p>\n<p><a href=\"http:\/\/chescotimes.com\/wp-content\/uploads\/2015\/03\/CoatesvilleLogo-copy.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-9437 size-medium\" style=\"margin: 4px;\" src=\"http:\/\/chescotimes.com\/wp-content\/uploads\/2015\/03\/CoatesvilleLogo-copy-300x269.jpg\" alt=\"CoatesvilleLogo-copy\" width=\"300\" height=\"269\" \/><\/a>COATESVILLE \u2013 City Council continues to find itself in a budget deadlock after further discussions during Monday night\u2019s budget workshop.<\/p>\n<p>While council seems to agree that they want to pass a budget with no tax increase and a minimal hit to the trust fund, members cannot agree on how to make this goal happen.<\/p>\n<p>\u201cI think the majority of council is prepared to pass a budget with no tax increase and no trust fund,\u201d said council member Bill Shaw.<!--more--><\/p>\n<p>However, council did discuss taking about $140,000 from the trust fund for the re-roofing of city hall. Multiple council members said that the state of the roof qualifies as an emergency and therefore, using money from the trust fund would be appropriate.<\/p>\n<p>In previous budget workshops, council seemed to loosely agree on cuts in multiple areas that would have brought the budget within about $180,000 of breaking even. But council members had second thoughts about these cuts and explored other options, a strategy that not all council members agreed with.<\/p>\n<p>\u201cWe\u2019re talking about starting over and doing this all over again. We simply don\u2019t have the time,\u201d said council member Marie Lawson.<\/p>\n<p>Some of the council members said that city employees have not played their part in coming up with a balanced budget.<\/p>\n<p>\u201cThe reason we have staff\u2014it\u2019s to present us with ideas,\u201d said council member Ed Simpson.<\/p>\n<p>Council President Linda Lavender-Norris said that she presented multiple ideas for cutting expenses, but Acting City Manager Michael O\u2019Rourke has not provided the numbers to show how much of a difference these cuts would make.<\/p>\n<p>O\u2019Rourke responded, saying that he was not aware how much detail council members wanted, and he will provide them with more specific numbers in coming weeks.<\/p>\n<p>Council also discussed ways to increase revenue.<\/p>\n<p>O\u2019Rourke said that the codes department currently operates under a deficit, and the city should increase codes fees to even that out. He also said that 500 rental licenses have gone unpaid, and he believes this is partially because the penalties for leaving these fees unpaid are not steep enough.<\/p>\n<p>\u201cWe\u2019re horrible at keeping good financial records particularly in the codes department,\u201d said Simpson.<\/p>\n<p>O\u2019Rourke also suggested increasing parking fines, street sweeping fines, and other fees, such as the fees to replace handicap signs.<\/p>\n<p>Following a previous suggestion by Bill Shaw, council also discussed implementing a payment in lieu of taxes (PILOT) program that would request\u2014but not require\u2014nonprofit housing facilities to pay the city 50% of what they would otherwise pay in taxes.<\/p>\n<p>Finance Director John Marcarelli advised council to consider the impact that cutting various positions will have on the city.<\/p>\n<p>\u201cTo pull the plug with any of us four in the [finance] office, it\u2019s going to set us back years,\u201d he said.<\/p>\n<p>He cited the example of the city\u2019s audit system. He said that 2008-11, the city used outside companies for audits.
