{"id":11206,"date":"2015-07-27T15:00:07","date_gmt":"2015-07-27T19:00:07","guid":{"rendered":"http:\/\/chescotimes.com\/?p=11206"},"modified":"2015-07-27T20:35:34","modified_gmt":"2015-07-28T00:35:34","slug":"kennett-twp-bos-seeks-pa-multimodal-grant","status":"publish","type":"post","link":"https:\/\/chescotimes.com\/?p=11206","title":{"rendered":"Kennett Twp BOS seeks PA Multimodal matching grant"},"content":{"rendered":"<p><span style=\"font-family: arial,helvetica,sans-serif;\"><strong><em>Matching grant&#8217;s focus paves the way\u00a0for increased trails and walkways<\/em><\/strong><\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif; font-size: 10pt;\"><strong>By Kim Chiomento<\/strong>, <em><span style=\"font-size: 8pt;\">News Editor, The Times<\/span><\/em><\/span><\/p>\n<p>KENNETT \u00a0\u2013 The township&#8217;s Board of Supervisors held a special meeting last week to discuss a Commonwealth of Pennsylvania Multi Modal Grant application.\u00a0 The need for a special meeting was determined by the grant application\u2019s July 31st deadline.<\/p>\n<p>The township will apply for up to a $3,000,000 grant via Multimodal Transportation Fund. The grant \u00a0requires a minimum\u00a0thirty percent matching funds commitment from Kennett Township; which is estimated at a minimum of $1,222,500, however the matching percentage may increase slightly.\u00a0 This matching commitment total includes an earlier grant to the Penns Manor trail project.<!--more--><a href=\"http:\/\/chescotimes.com\/wp-content\/uploads\/2015\/07\/townshipbuilding-300x225.jpg\"><img decoding=\"async\" class=\"alignright size-medium wp-image-1151084\" src=\"http:\/\/chescotimes.com\/wp-content\/uploads\/2015\/07\/townshipbuilding-300x225.jpg\" alt=\"townshipbuilding\" \/><\/a><\/p>\n<p>Mike Guttman, the contractor hired to coordinate Kennett Township\u2019s grant programs, provided a detailed presentation on the application process, the proposed new trails\u2019 benefits and compliance that would be required of Kennett Township. \u00a0Additionally, the township has also hired grant consultants Delta and McMahon &amp; Associates to assist with the application process.<\/p>\n<p>Guttman noted that the trail plan would create the longest contiguous pedestrian and bike trail in the area. \u201cThis project would a truly walkable and bikeable Kennett,\u201d says Guttman \u201cThe trails will complement Kennett\u2019s largest tourist attraction, Longwood Gardens, and other Brandywine Valley recreational assets; providing another nice alternative and fosters sustainable economic development.\u201d<\/p>\n<p>The required matching funds are not currently budgeted; however, board members suggested that perhaps an open space fund could be used.\u00a0 Additionally, Guttman noted that the township will continue to seek additional grants with the hope to help defray some of the matching funds cost.\u00a0 When asked about future costs associated with trail maintenance, Guttman speculated\u00a0that regional land conservation groups and public\/private partnerships would be supportive of maintenance efforts. No data estimating the new trails\u2019 economic impact on the township was available.<\/p>\n<div id=\"attachment_1151082\" style=\"width: 310px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/chescotimes.com\/wp-content\/uploads\/2015\/07\/grantapplications-300x225.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1151082\" class=\"wp-image-1151082 size-medium\" src=\"http:\/\/chescotimes.com\/wp-content\/uploads\/2015\/07\/grantapplications-300x225.jpg\" alt=\"grantapplications\" width=\"300\" height=\"225\" \/><\/a><p id=\"caption-attachment-1151082\" class=\"wp-caption-text\">A breakdown of the proposed Kennett Township trails projects.<\/p><\/div>\n<p>A lively discussion occurred between Board Vice-Chair Leff and Guttman regarding what percentage of agreed matching fees would best position the township to achieve a successful grant application.<\/p>\n<p>Eventually Leff moved to approve township matching funding up to 37% for the Multi Modal Grant, with the intention to keep the matching funds as low as possible.\u00a0 Board Chair Stevens seconded the motion and it carried with all in favor.
