{"id":10143,"date":"2015-05-06T10:28:44","date_gmt":"2015-05-06T14:28:44","guid":{"rendered":"http:\/\/chescotimes.com\/?p=10143"},"modified":"2015-05-06T10:28:44","modified_gmt":"2015-05-06T14:28:44","slug":"spring-meadow-residents-seek-third-access-point-to-neighborhood","status":"publish","type":"post","link":"https:\/\/chescotimes.com\/?p=10143","title":{"rendered":"Spring Meadow residents seek third access point to neighborhood"},"content":{"rendered":"<p><em><strong>Supervisors remind residents to get building permits before starting projects<\/strong><\/em><\/p>\n<p><strong>By Kris Firey-Poling<\/strong>, <em>Correspondent, The Times<\/em><\/p>\n<div id=\"attachment_110093\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"http:\/\/chescotimes.com\/wp-content\/uploads\/2015\/05\/BirminghamBOS-300x225.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-110093\" class=\"size-medium wp-image-1100932\" style=\"border: 2px solid black; margin: 4px;\" alt=\"BirminghamBOS\" src=\"http:\/\/chescotimes.com\/wp-content\/uploads\/2015\/05\/BirminghamBOS-300x225.jpg\" width=\"300\" height=\"225\" \/><\/a><p id=\"caption-attachment-110093\" class=\"wp-caption-text\">Birmingham&#8217;s Board of Supervisors addressed a number of resident issues Monday, including access into the Spring Meadows neighborhood and building permit issues.<\/p><\/div>\n<p>BIRMINGHAM \u2014 Requests from township residents dominated Monday&#8217;s Board of Supervisors meeting.<\/p>\n<p>Robert Schwan, representing Spring Meadow, requested a third access to the neighborhood.\u00a0 Currently, Spring Meadow has two access points onto Route 926.<\/p>\n<p>&#8220;The traffic on 926 gets backed up and homeowners cannot get out. When it&#8217;s not backed up, cars on 926 are speeding.\u00a0 We are especially concerned about emergency situations. \u00a0A third entrance would alleviate the possibility of a back-up if emergency vehicles have to get in,&#8221; said Schwan.<\/p>\n<p>Schwan presented a map, explaining that 35 years ago, there was an access road off of Sherbrook Drive into Radley Run.\u00a0 Spring Meadows&#8217; Homeowners Association (HOA) would like this area maintained as an access. It is currently overgrown.<\/p>\n<p>Supervisors Vice-Chairman William Kirkpatrick said, &#8220;I have looked at this space. That access is a pretty tight run between those houses. \u00a0What have the homeowners said about your idea?\u201d<\/p>\n<p>Schwan stated that he hasn\u2019t asked the neighbors, but insisted that this right of way exists, and should be maintained.<\/p>\n<p>Supervisors Chairman John Conklin did not believe the idea was compelling for emergency access, as creating a road for firetrucks would be cost prohibitive.<\/p>\n<p>Resident Harry Miller said that Radley Run&#8217;s HOA would not want this access going through their property.<\/p>\n<p>Kirkpatrick, acting as mediator, said, &#8220;If there is a legal right of way in Spring Meadows <i>and <\/i>Radley Run, the HOA cannot restrict it. The township will decide how it is used.&#8221;<\/p>\n<p>The supervisors agreed to do a legal search of the property. If it is a legal right of way, there will be an obligation to keep it clear of trees and shrubs.<\/p>\n<p>In other agenda items, the supervisors discussed the Bruni resident\u2019s request to forego a building permit penalty.\u00a0According to Secretary\/Treasurer Quina Nelling, Bruni began work on his deck without a permit.<\/p>\n<p>&#8220;The resident said he was just replacing a few boards. I later found out it was a $15,000 deck job that was outside the code,\u201d said Kirkpatrick.<\/p>\n<p>Kirkpatrick explained that residents must pay a double permit fee if they are found without a permit.\u00a0 Since enacting this penalty, the township has seen an increase in residents seeking permits.<\/p>\n<p>&#8220;There are three reasons for building permits &#8211; homeowner safety, value of the structure, and emergency responder safety,&#8221; said Kirkpatrick.<\/p>\n<p>Conklin found the fee to be fair and justified, and would not produce a hardship. \u00a0He said that everyone in the township is treated the same.<\/p>\n<p>The supervisors denied Bruni&#8217;s request and expect full payment.<\/p>\n<p>Also, resident Miller stated his concern about some unfilled potholes.\u00a0 He related a story of how he called the police after seeing a vehicle blow a tire after driving over a pothole.<\/p>\n<p>Joe Mobile, a Birmingham resident attending on behalf of Pennsylvania Representative Dan Truitt, said that PennDOT (Pennsylvania Department of Transportation) has hired emergency sub-contractors to expedite the pothole situation.\u00a0 He encouraged residents to call PennDOT\u2019s new number, 484-340-3201, to report specific location problems.<\/p>\n<div class=\"pdf24Plugin-cp\"> \t<form name=\"pdf24Form0\" method=\"post\" action=\"https:\/\/doc2pdf.pdf24.org\/wordpress.php\" target=\"pdf24PopWin\" onsubmit=\"var pdf24Win = window.open('about:blank', 'pdf24PopWin', 'resizable=yes,scrollbars=yes,width=600,height=250,left='+(screen.width\/2-300)+',top='+(screen.height\/3-125)+'');
